MINUTES OF THE GILBERT CITY COUNCIL MEETING

GILBERT, IOWA

JANUARY 22, 2001

  

CALLED TO ORDER: 7:04 P.M. at City Hall, by Mayor Bob Jaquis


ROLL CALL: Present: Chris Benda , Helen Gunderson, Lynn Henn, and Fred Vogtlin.

 Absent: Peg Uthe.


     Council member Henn asked to move General discussion to Item #8 on the Agenda.

 

     Moved, by Fred Vogtlin, seconded by Lynn Henn to approve the minutes for January 8, 2001, the revenue and expense list for December 2000 and the agenda and claims list for January 22, 2001. Motion declared carried unanimously.

 

    No Citizen requested to speak at the Open Forum and no written comments were received.

 

     The City Council had discussion with Hal Briley on the length of time he continues to work for the City as building inspector. The Council expressed that Hal was doing a great job as the Cities Building Inspector.

    

     Council Member Vogtlin expressed his concern on water usage in the meeting room at the Fire Department. Matt Shuey, Fire Chief for the Gilbert Fire Department was present to offer his input. Matt explained to Council that the amount of money the Fire Department receives for rental fees for the meeting room at the Fire Department is contributed back into the community. After further discussion, the Council decided that Council Member Vogtlin will monitor the water meter in the meeting room at the Gilbert Fire Department on a monthly basis.

 

     City Attorney Frank Feilmeyer was present to discuss the Rolph Subdivision storm sewer easement. Frank informed the City Council that he has not heard a response from Mr. Roth and that the decision to determine is if the City of Gilbert wants to continue with the proposed easement.

 

    The Council reviewed the history of the subdivision and the events that have lead them to the present time.

 

    Mayor Jaquis called for a Motion, for Frank Feilmeyer to continue with the condemnation processes. No Council Member offered a motion to proceed.

 

  Council further discussed and reviewed many alternatives.

 

   Moved, by Helen Gunderson, seconded by Chris Benda, not to issue any building permits for the Rolph Development until they obtain a storm water drainage easement that is approved by the City Attorney. Motion declared carried unanimously.

  

       Moved by Lynn Henn seconded by Fred Vogtlin to open the Public Hearing for Ordinance 273, amending the parking ordinance. Motion declared carried unanimously.

 

No citizens were present regarding Ordinance 273 and no written comments were received.

 

     Moved by Lynn Henn, seconded by Fred Vogtlin, to close the Public Hearing for Ordinance 273.

 

     Moved by Lynn Henn, seconded by Fred Vogtlin to approve the third reading and adopt Ordinance 273, amending the parking ordinance. Motion declared carried unanimously.

 

     Moved by Lynn Henn, seconded by Fred Vogtlin to open the Public Hearing for Ordinance 274, amending the snowmobile and all-terrain vehicle regulations. Motion declared carried unanimously.

     

No citizens were present regarding Ordinance 274 and no written comments were received.

 

     Moved by Lynn Henn, seconded by Fred Vogtlin to close the Public Hearing for Ordinance 274. Motion declared carried unanimously.

 

     Moved by Lynn Henn, seconded by Fred Vogtlin, to approve the third reading and adopt Ordinance 274, amending the snowmobile and all-terrain vehicle regulations. Motion declared carried unanimously.

 

 Mayor Jaquis and Council discussed the budget.

  

     Moved by Lynn Henn, seconded by Fred Vogtlin to adjourn at 9:33 p.m. Motion declared carried unanimously.
