Minutes of Gilbert City Council Meeting

Notice: This page includes an unofficial posting of the council minutes. MINUTES OF THE GILBERT CITY COUNCIL MEETING

GILBERT, IOWA

JULY 1, 2002

CALLED TO ORDER: 7:02 P.M. at City Hall, by Mayor Bob Jaquis

ROLL CALL: Present: Craig Allen, Chris Benda, Lynn Henn, Jon Popp & Peg Uthe. 

Absent: None

   Moved by Henn, seconded by Uthe to approve the minutes for June 17, 2002, Revenue and Expense report for June 2002, Agenda, Claims List, and Interim Claims List for July 1, 2002. Motion declared carried unanimously.

OPEN FORUM:

Chris Hadaway, business owner of Tropical Sno & Video Arcade was present to inform the Mayor and Council about organizing a kid's parade on July 14t", 2002. Chris stated the start of the parade would be at Packer Auto Body and then would start at 2:30 p.m. and proceeds down Main Street over to First Street to Dana and then back around.

Council Member Allen asked if there would be a request for streets to be blocked off. Chris confirmed that the new fire truck will be leading the parade and she did not think this would be necessary.

Helen Gunderson a resident of Gilbert spoke at the Open forum to inform the Mayor and Council that she has arranged a couple of model airplane clubs from the Ames area to do some model airplane flying at the Heart of Iowa Soccer field on July 14th from 1-5 p.m.

Richard Herrington, 210 Rothmoor was present to discuss a request to place permanent stop signs at the intersection of Rothmoor and Jensen. Richard stated that there is a continual problem with the speed of traffic on Rothmoor and he is concerned about the safety of his children and other children in crossing the street. Richard stated there are a lot of small children playing around this area and Rothmoor runs by the elementary school and putting permanent stop signs up could be the answer to preventing an accident.

Jaime Miller, 211 Rothmoor also addressed a permanent stop sign at the intersection of Rothmoor and Jensen. Jaime stated that the temporary stop signs are in use during school hours and now that school is out he would like to see permanent stop signs put up. Jaime stated that there has been some inconsistency with the temporary stop signs and that if permanent stop signs are put up, people will learn by repetition.

Council member Peg Uthe did agree that there has been some confusion with the temporary stop signs, but confusion came with the inconsistency of no knowing when the stop signs were going to be open and closed. 

Jaime Miller also stated that he had a petition with 39 signatures requesting permanent stop signs be placed at the intersection of Rothmoor and Jensen.

Mayor Jaquis stated that this issue should be put on a future agenda so everyone has a fair chance to speak and council can hear everyone's concerns.

Jason Popillion, 209 Rothmoor wanted to confirm that there is inconsistency and confusion with the temporary stop signs because people do not know when they are going to be open or closed. Jason also stated that a year ago he brought this matter to the council and at that time a ordinance was written to put temporary stop signs up with the resident being in charge of opening and closing them. Jason felt that the city put the responsibility back on the residents to open and close them. He felt that council should have taken more responsibility for the stop signs.

Lael Petersen, resident of Gilbert stated her concern about the speed of traffic through Gilbert and the insufficiency of law enforcement.

Amy Popillion, 209 Rothmoor requested speed limit signs be posted along Rothmoor. Jamie Miller asked that this issue be put on the next agenda.

Mayor Jaquis stated that during general discussion the date for the next city council meeting will be determined and this issue will be on the agenda.

No other citizens requested to speak during the open forum.

   Mayor Jaquis and Council discussed the evaluation of the property at 209 Gretten after the demolition of the house. Council discussed what direction the city needs to move for safety reasons.

Mayor Jaquis ask city attorney, Frank Feilmeyer to write a letter to the property owner of 209 Gretten. 

   Mayor Jaquis and council discussed with three representatives from the Ames Public Library Gina Milsap, Library Director, Lynn Carey, Outreach Coordinator and K.C. Fescoln, President of the Library Board of Trustees about the issue of having R-rated movies available to children on the bookmobile. Mayor Jaquis explained that the Gilbert School is requesting the Ames Public Library not to make R-rated movies available on the bookmobile during school hours and if available the school will not allow the bookmobile to be on school property until 3:30 or 4:00 p.m.

Gina stated that the mission of the library is to provide the broadest possible access of material to individuals regardless of their age and the freedom of choice.

The library is not willing to change their policy, but would like to continue service with Gilbert. Council then discussed different locations and hours for the bookmobile to best continue to serve the community of Gilbert. Gina stated that she would review the schedule and see what adjustments could be made for the bookmobile to provide service after school hours at the same location.

   Moved by Benda, seconded by Henn to adopt Resolution 397, Installation of Street Lights, Village North Sixth Addition.
Roll Call Vote: 5-0
Resolution 397 declared adopted unanimously, signed by the Mayor and hereby made a portion of these minutes.

   Moved by Uthe, seconded by Henn to open the Public Hearing on Ordinance 281, An ordinance reaffirming and extending the Urban Revitalization Tax Exemption ordinance contained in Title VI, Chapter 8 of the Gilbert Municipal Code. Motion declared carried unanimously.

No citizen was present to speak during the Public Hearing.

   Moved by Popp, seconded by Henn to close the Public Hearing on Ordinance 281. Motion declared carried unanimously.

   Moved by Henn, seconded by Allen to approve the second reading of Ordinance 281, An ordinance reaffirming and extending the Urban Revitalization Tax Exemption ordinance contained in Title VI, Chapter 8 of the Gilbert Municipal Code. Motion declared carried unanimously.

   Transfer of funds will be discussed at the July 15, 2002 council meeting.

   The city clerk voiced her concerns about the working relationship between the mayor and herself. Mayor Jaquis asked that two council members be appointed to meet with him in regards to some of his concerns.

Council discussed city employee raises and agreed upon 2.25% pay raise for fiscal year 2002-2003. 

Moved by Allen, seconded by Uthe to adjourn at 9:53 p.m. Motion declared carried unanimously.
