CALLED TO ORDER: 7:00 P.M. at City Hall, by Mayor Bob Jaquis Moved by Uthe, seconded by Henn to appoint Joy Leister as acting clerk for tonight’s meeting. Motion declared carried unanimously. ROLL CALL: Present: Chris Benda, Lynn Henn, Jon Popp & Peg Uthe. Absent: Craig Allen CONSENT CALENDAR: Mayor Jaquis asked to do individual motions for items in the Consent Calendar, Moved by Popp, seconded by Henn to accept the minutes for July 1, 2002. Motion declared carried unanimously. Bob requested the Revenue and Expense report be tabled until the next meeting due to a $1,500.00 discrepancy on water charges between the July 1, 2002 and the July 15, 2002 report. On the Claims List for July 15, 2002 Mayor Jaquis asked to strike the first item a $100,000.00 check to First American Bank for a CD. He stated it is not an expense. Moved by Henn, seconded by Uthe to approve the July 15, 2002 Claims List minus the CD for $100,000.00. Motion declared carried unanimously. Moved by Henn, second by Benda to approve the Interim Claims List for July 15, 2002. Motion declared carried unanimously. OPEN FORUM: No citizen requested to speak during the open forum. STREET DANCE: Chris Hadaway, business owner requested to have a street dance on August 24, 2002. Council member Henn noted there were no problems with the last dance. Moved by Henn, seconded by Uthe to allow First Street from Main to Hall Street to be closed for the August 24, 2002 street dance. Motion declared carried unanimously. STOP SIGNS AT ROTHMOOR AND JENSEN: Resident’s of Gilbert Jamie Miller, 211 Rothmoor; Jason and Amy Popillion, 209 Rothmoor; Renee Arnold, 201 Jensen Street and a Deputy from the Story County Sheriff’s Department were present to discuss placing a permanent stop sign at the intersection of Rothmoor and Jensen. All parties agreed the main issue is looking out for the safety for all children. Mayor Jaquis stated that he would contact the City Attorney, Frank Feilmeyer to have an ordinance written up for the next council meeting. He stated that he intends to make the intersection a four way stop, effective for people coming out of the church drive as well. ORDINANCE 281: Moved by Uthe, seconded by Popp to open the Public Hearing for Ordinance 281, An ordinance reaffirming and extending the Urban Revitalization Tax Exemption ordinance contained in Title VI, Chapter 8 of the Gilbert Municipal Code. Motion declared carried unanimously. No citizen requested to speak during the Public Hearing. Moved by Uthe, seconded by Henn to close the Public Hearing for Ordinance 281. Motion declared carried unanimously. Moved by Benda, seconded by Popp to adopt Ordinance 281, An ordinance reaffirming and extending the Urban Revitalization Tax Exemption ordinance contained in Title VI, Chapter 8 of the Gilbert Municipal Code. Motion declared carried unanimously. DISCUSSION ON TRANSFER OF FUNDS FOR THE END OF FISCAL YEAR 2001-2002: Mayor Jaquis and Council discussed transferring of funds. Council agreed to move $50,000.00 from Sewer Revenue Fund to the Sewer Reserve Fund. DISCUSSION OF CITY FINANCES: Mayor Jaquis and Council discussed city finances. RESOLUTION 398: Moved by Uthe, seconded by Henn to adopt Resolution 398: Setting salaries for employees of the City of Gilbert, Iowa for the fiscal year 2002-2003. Roll Call Vote: 4-0 Resolution 398 declared adopted unanimously signed by the Mayor and hereby made a portion of these minutes. Moved by Uthe, seconded by Benda to adjourn at 8:20 p.m. Motion declared carried unanimously.
