Minutes of Gilbert City Council Meeting

Notice: This page includes an unofficial posting of the council minutes. It was developed by obtaining the official minutes from city hall and recreating a page that contains the same content and is as close in format as possible to the original minutes. MINUTES OF THE GILBERT CITY COUNCIL MEETING

GILBERT, IOWA

SEPTEMBER 23, 2002

CALLED TO ORDER: 7:00 P.M. at City Hall, by Mayor Bob Jaquis

ROLL CALL: Present: Craig Allen, Chris Benda, Lynn Henn, Jon Popp & Peg Uthe.

Absent: None

CONSENT CALENDAR: Moved by Allen, seconded by Henn to approve the minutes for September 9, 2002, Revised Revenue and Expense report for August 2002, Funds List for August 2002, Agenda, Claims List and Receipt List for September 23, 2002. Motion declared carried unanimously.

OPEN FORUM: No Citizen requested to speak during Open Forum.

DISCUSSION ON GILBERT WETLAND DAM: City Engineer, David Dougherty informed council of a meeting that had transpired with Mr. Steve Roth on discussion of donation of land to the city. David said that Mr. Roth was willing to work with the city, but needed some time to look into how this would affect his property that he is retaining ownership on for future use before a final decision would be made.

David also informed the council that Frank Feilmeyer, City Attorney has contacted the DNR with an update on the city’s progress.

David gave an update from a recent survey that WHKS performed on the flood level elevation.

Moved by Allen, seconded by Uthe to approve work order No.2 amended by $2,600.00 for service provided by WHKS. Motion declared carried unanimously.

DISCUSSION OF CITY BANK ACCOUNTS: Kurt Jensen with First National Bank discussed an analysis that he had prepared and e-mailed to the mayor and council. Kurt stated that First National Bank offers internet banking, which would provide automatic payment on water bills. Council discussed the pros and cons of providing this service to residents in Gilbert.

Mayor Jaquis asked that this agenda item be tabled for the next council meeting.

DISCUSSION OF TRICK-OR-TREAT TIME AND DATE: Council agreed the time and date for trick or treat night will be Thursday, October 31, 2002 from 5:30 to 7:30 p.m.

APPROVAL OF PROPERTY TAX EXEMPTION: Moved by Uthe, seconded by Popp to approved a property tax exemption for 222 Ashton. Motion declared carried unanimously.

Moved by Henn, seconded by Uthe to approve property tax exemption for 215 Stumbo Circle. Motion declared carried unanimously.

ADJOURN: Moved by Benda, seconded by Popp to adjourn at 7:51 p.m. Motion declared carried unanimously.
