Minutes of Gilbert City Council Meeting

Notice: This page includes an unofficial posting of the council minutes. It was developed by obtaining the official minutes from city hall and recreating a page that contains the same content and is as close in format as possible to the original minutes. MINUTES OF THE GILBERT CITY COUNCIL MEETING

GILBERT, IOWA

OCTOBER 28, 2002

CALLED TO ORDER: 7:05 P.M. at City Hall, by Mayor Bob Jaquis

ROLL CALL: Present: Craig Allen, Chris Benda, Lynn Henn, Jon Popp & Peg Uthe (arriving at 7:30 p.m.)

Absent: None

OPEN FORUM: No Citizen requested to speak during the Open Forum.

DISCUSSION OF CITY BANK ACCOUNTS: Council member Allen informed Mayor Jaquis and Council that he had consulted with US Bank and First American Bank on bank rates for the city. Allen stated that both banks were very professional and helpful with providing information. The end analysis showed the proposal from First National Bank would be a better benefit for the city.
  Moved by Allen, seconded by Henn to acquire the services of First National Bank to handle the financial accounts of the City of Gilbert. Vote on Motion: 4-0. Motion declared carried unanimously.

CONSENT CALENDAR: Moved by Allen, seconded by Henn to approve the minutes for October 7, 2002, Revised Revenue and Expense Report for September 2002, Funds List for September 2002, Funds List for October 2002, Agenda, Claims List, Interim Claims List and Receipt List for October 28, 2002. Vote on Motion: 4-0. Motion declared carried unanimously.

DISCUSSION OF WHKS WORK ORDER #5 FOR DESIGN OF THE SECOND WELL: Mayor Jaquis stated that Work Order #5 is the first step on the second well project. City Engineer David Dougherty gave council an overview of the project schedule.
  Moved by Henn, seconded by Popp to approve Work Order #5 for design of the second well. Vote on Motion: 4-0. Motion declared carried unanimously.

DISCUSSION OF THE GILBERT WETLAND DAM: City Engineer David Dougherty confirmed the hydraulic analysis report was sent to the DNR on the Gilbert Wetland Dam. City Attorney, Frank Feilmeyer stated he would be sending a follow up letter to confirm approval from the DNR.

DISCUSSION OF LIONS PARK DRAINAGE: City Engineer, David Dougherty informed the Mayor and Council that WHKS is waiting for an estimate from Ames Trenching on elevations of the bridge floor before any other decisions can be made.

DISCUSSION OF NO PARKING ZONES: Council discussed numerous No Parking issues.

Council Member Uthe arrived at 7:30 p.m.

APPROVAL OF PROPERTY TAX EXEMPTION FOR 130 CHRISTIAN PETERSEN AVENUE: Moved by Allen, seconded by Uthe to approve property tax exemption for 130 Christian Petersen Avenue. Vote on Motion: 5-0. Motion declared carried unanimously.

DISCUSSION OF THE TAX ABATEMENT FORM: Council discussed with the city clerk changes to be made on the city’s tax abatement form.

ADJOURN: Moved by Popp, seconded by Henn to adjourn at 8:04 p.m. Motion declared carried unanimously.
