CALLED TO ORDER: 7:02 P.M. at City Hall, by Mayor Bob Jaquis ROLL CALL: Present: Craig Allen, Chris Benda (arriving at 7:04 p.m.) Lynn Henn and Peg Uthe. Absent: Jon Popp CONSENT CALENDAR: Moved by Allen, seconded by Henn to approve the Minutes for December 2, 2002, Revised Revenue and Expense Report for November 2002, Revised Funds Report for November 2002, Agenda, Claims List, Interim Claims List and Receipt List for December 16, 2002. Motion carried. OPEN FORUM: Gilbert resident, Helen Gunderson asked to speak at the Open Forum. Helen wanted to know if the timetable given out by PMRG on November 4, 2002 for the Gilbert Comprehensive Plan would remain the same. Mayor Jaquis stated he did not believe so. DISCUSSION OF GILBERT WETLAND DAM / WORK ORDER NO. 6: City Engineer David Dougherty was present to update council on the progress of the Wetland Dam. David reported Work Order No. 6 is for additional analysis the DNR is requesting and a formal permit application in response to the Wetland Dam Hydraulic Evaluation that WHKS submitted to the DNR in October. Moved by Uthe, seconded by Henn to approve Work Order No. 6. Voting Aye: Allen, Benda, Henn and Uthe. Voting Nay: None. Motion carried. DISCUSSION OF LIONS PARK DRAINAGE PROJECT: David Dougherty reviewed with council a bid the city received from Ames Trenching to correct the drainage problem at Lions Park. DISCUSSION ON WELLHEAD PROTECTION PROJECT WITH ALAN HANSON: Water Superintendent Alan Hanson updated council on the Wellhead Protection Plan. PRELIMINARY DISCUSSION OF LICENSED OPERATOR CONTRACT FOR WATER AND SEWER SYSTEMS WITH ALAN HANSON: Council reviewed Alan Hanson’s new Certified Operator Contract. Alan stated he made a few changes to the new contract, which defined duties of a Certified Affidavit Operator. APPROVAL OF PROPERTY TAX EXEMPTIONS: Moved by Henn, seconded by Allen to approve property tax exemption for 202 Ashton. Voting Aye: Allen, Benda and Henn. Voting Nay: None. Abstain: Uthe. Motion carried. Moved by Henn, seconded by Uthe to approve property tax exemptions for 110 Thompson Avenue, 307 First Street and 304 Upstill Street. Voting Aye: Allen, Benda, Henn and Uthe. Voting Nay: None. Motion carried. DISCUSSION OF 2003-2004 BUDGET: Mayor Jaquis and Council discussed and determined individual amounts on budget items for the 2003-2004 budget. APPOINTMENT OF SARAH CARLSON AND JOY LEISTER TO PARKS AND RECREATION: Moved by Allen seconded by Henn to approve the appointment of Sarah Carlson and Joy Leister to the Parks and Recreation Commission for a term of three years. Voting Aye: Allen, Benda, Henn and Uthe. Voting Nay: None. Motion carried. ADJOURN: Moved by Henn, seconded by Allen to adjourn at 8:12 p.m. Motion carried.
