CALLED TO ORDER 7:00 P.M. at City Hall, by Mayor Bob Jaquis ROLL CALL Present Craig Allen, Chris Benda, Lynn
Henn, Jon Popp and Peg Uthe. CONSENT CALENDAR Moved by Popp, seconded by Henn to approve the Minutes for December 16, 2002, Revenue and Expense Report for December 2002, Funds Report for December 2002, Agenda, Claims List, Interim Claims List and Receipt List for January 6, 2003. Council member Jon Popp asked about the minutes for December 16, 2002. Jon stated there did not appear to be any resolution to the discussion of Alan's contract noted in the minutes. Mayor Jaquis stated that City Attorney Frank Feilmeyer is reviewing the contract and the city is waiting for his comments. Jon asked that December 16, 2002 minutes reflect Alan's contract is pending and will be reviewed at a council meeting in January. Motion carried. OPEN FORUM Mick Charlson land owner south of Gretten street that boarders Gilbert on the South side asked to speak at the Open Forum. Mick asked if Gilbert would be interested in annexing that property. Mayor Jaquis explained that the city is in the middle of a land use plan and until it is finished, which should be this summer sometime Mick would be welcome to speak at that time to the Gilbert Planning and Zoning committee. DISCUSSION OF CITY AUDIT. Council Member Craig Allen started this discussion out by stating that he has contacted several other communities in learning more about city finances and how to move forward. Craig stated that it would be wise for the city to have an auditor on retainer to have someone there on a regular basis. The State Auditors were highly recommended to Craig. Council Member Craig Allen moved that the Gilbert City Council authorize Mayor Jaquis to contact the State to conduct an audit for the City of Gilbert covering the last two years and retain them on a regular basis, seconded by Henn. Motion carried. DISCUSSION OF COUNCIL SUB-COMMITTEES Council member Craig Allen presented the concept of the city organizing sub-committees to the Mayor and Council. Craig said the purpose for sub-committees would enable the Council to be more efficient and effective in carrying out its duties and obligations as representatives of the Gilbert City electorate. Craig gave an overview on the procedures, schedule and responsibilities that he had drafted. Council decided to table this item to the next council meeting. DISCUSSION OF 2003-2004 BUDGET Mayor Jaquis and Council had general discussion on budget issues. ADJOURN Moved by Allen, seconded by Uthe, to adjourn at 813 p.m. Motion carried.
