Minutes of Gilbert City Council Meeting

Notice: This page includes an unofficial posting of the council minutes. It was developed by scanning the official minutes published in the Ames Tribune and recreating a page that contains the same content and is as close as possible to the normal format that the city clerk distributes. However, any process such as this is susceptible  to errors, and we welcome people to point out discrepancies between the official minutes and the ones below so we can make corrections. 

MINUTES OF THE GILBERT CITY COUNCIL MEETING

GILBERT, IOWA

MAY 5, 2003

CALLED TO ORDER: 7:00 P.M. at City Hall, by Mayor Bob Jaquis

ROLL CALL: Present: Craig Allen, Chris Benda, Lynn Henn and Peggy Uthe.

Absent: Jon Popp

CONSENT CALENDAR: Moved by Henn, seconded by Allen to approve the Minutes for April 7, 2003 and April 10, 2003, Revenue and Expense Report for April 2003, Funds Report for April 2003, Agenda, Claims List, Interim Claims List and Receipt List for May 5, 2003. Motion declared carried unanimously.

OPEN FORUM: Gilbert Resident Helen Gunderson spoke at the Open Forum. Helen informed the Mayor and Council that the next Gilbert 125 Anniversary meeting will be on July 16, 2003. Helen wanted to know what the time frame was on contacting the City Attorney about the Gilbert 125 Anniversary running under the city or if it needed to be establish as its own non- profit organization. Mayor Jaquis said that the Finance Committee needed to review the city's insurance before any discussion can take place. Helen requested a June follow up discussion on this issue.

City employee, Gary Steel informed the Mayor and Council about a piece on the backhoe that needed to be repaired. Mayor Jaquis asked Gary to get an estimate on the piece.

Gary expressed his concerns about the proposed bike trail going by the lagoon. No other citizen requested to speak at the Open Forum and no written comments were received.

RESOLUTION 410: IOWA SCHOOL BOARD RECOGNITION WEEK. Moved by Uthe, seconded by Henn to support Resolution 410: Iowa School Board Recognition Week 2003.

Roll Call Vote: 4-0

Resolution 410 declared adopted unanimously, signed by the Mayor and hereby made a portion of these minutes.

APPOINTMENT OF STEVE KNUTSON TO THE PLANNING AND ZONING COMMISSION: Moved by Allen, seconded by Uthe to approve the appointment of Steve Knutson to the Planning and Zoning Commission. Motion declared carried unanimously.

APPROVAL OF WORK ORDER NO. 8 FROM WHKS FOR ENGINEER SERVICE FOR STANLEY DRIVE STUDY: Moved by Benda, seconded by Henn to approve Work Order No. 8 from WHKS for engineer service for Stanley Drive study. Motion declared carried unanimously.

DISCUSSION OF LIONS PARK DRAINAGE: City Engineer Scott Williams was present to discuss the completed field survey on the Dunn Street culvert. Scott discussed two alternatives and explained in detail the work that would be done and estimated cost.

Moved by Benda, seconded by Uthe to accept Alternate B of the proposal and to start on it as soon as possible. Motion declared carried unanimously.

DISCUSSION OF WEATHER WARNING SIREN: Mayor and Council reviewed and discussed a proposal on weather warning sirens. Council agreed to have the City Maintenance Committee make the decision after some research on the location of electricity in the city.

APPROVAL OF THREE TAX EXEMPTIONS FOR PROPERTY AT 132 CHRISTIAN PETERSEN AVENUE, 302 UPSTILL STREET AND 306 UPSTILL STREET: Moved by Benda, seconded by Henn to approve tax exemptions for property at 132 Christian Petersen Avenue, 302 Upstill Street and 306 Upstill Street. Motion declared carried unanimously.

ADJOURN: Moved by Benda, seconded by Henn to adjourn at 8:03 p.m. Motion declared carried unanimously.
